Today the Seoul Metropolitan Government issued mobile letters of appointment to members of its Blockchain Governance Team using ICON’s public blockchain.
Developed by ICONLOOP, the Seoul Blockchain Governance Team mobile letter of appointment service lets team members issue and view said letters of appointment on their personal mobile phones.
It’s a pretty easy process, too. Users can issue and receive letters of appointment – complete with name, member identification number and duration of appointment – after agreeing to the application’s terms and conditions.
The service stores the records of issuance on ICON’s public blockchain, making it impossible to forge or falsely issue the letters. You can check the authenticity of the records by searching for a specific transaction in the ICON Tracker.
Seoul Metropolitan Government announced in October its “Plans for Blockchain City Seoul,” which aims to provide residents with various blockchain-based administrative services from this year. Composed of 100 individuals from all walks of life, including students, developers and entrepreneurs, the Seoul Blockchain Governance Team will be taking part in the pilot programs of those administrative services through December of next year, providing opinions and suggesting improvements.
The team will also take part in the development process of some of the city’s administrative services, including mileage point integration, citizenship card services, online authentication without documents, protection of part-time workers’ rights and automated payments to subcontractors.
ICON hopes this proof of concept starts a wave of government-led use cases of public blockchains.
“We expect the increase in public blockchain use-cases led by government, and this appointment letter issuance is a starting point to show a clear example of how blockchain can be used in government” said J.H. Kim, council member of the ICON Foundation and CEO of ICONLOOP. Kim added, “ICONLOOP will focus on improving development capability to provide transparent and efficient blockchain-based administration services, cooperating with Seoul Metropolitan Government.”
ICONLOOP has been participating in the city’s “Seoul Blockchain Demonstration Project” and “Seoul Blockchain-based Information Strategy Planning (ISP) Project.” The city has used ICONLOOP’s proprietary blockchain engine, loopchain, in its Seoul Blockchain Standard Platform, mobile voting and at Seoul’s sprawling Janganpyeong used car market.
Additionally, it has provided verification services for the city’s citizen card service, mileage point integration and subcontractor payments. As the sole operator of the ISP project, ICONLOOP has also analyzed blockchain-based unit activities and informatization status and is putting together a multi-phased plan for execution.
